I find that the piston head doesn't like having a rotor on it, but works fine when the rotor is attached to the piston base. Small ship drills do have quite a large drill radius. You can get away with a center cockpit and drills placed around the edges. Also make sure your miner tunnels (goes completely into the roid). Non tunneling miners are generally inferior to ones that do.
