not always. some seeds can even have them spawn really close to center. just keep hitting random seed till you get one that spawns close. the pollution off keeps biters from attacking except by proximity and starting area keeps that from coming into play. i think you can also turn off expansion to really cut out the threat.. It takes a lot of time to turn those out, you'll need a lot of factories. keep shuffling seeds in the preview until none of the starter ores are mixing together and there's no cliffs on top of them. not being in a desert will also be helpful for managing pollution. it'll take you a while, but you'll find one eventually.
